IconMasterXP can convert multiple picture into Windows icon files. This program is quite easy to use; simply add the image file, click "export", and save as ICO. It allows you to manage transparency of background, resample image into various resolutions (16x16, 32x 32x), soften/sharpen image, fine tune the gamma/light/contrast, etc. IconMasterXP also supports exporting to common image formats such as BMP, PSD, PNG, and TIFF.
